Plaintiff's response to motion to dismiss

On September 27, 2005 plaintiffs KarstEEP, Warren County Citizens for Managed Growth, Roger Brucker, Gayla Cissell, and Jim Duffer filed a response to 3 federal agencies filing to dismiss the lawsuit over funding the Kentucky Transpark. The federal agencies' and their interveners plead that the plaintiffs have no standing and the issues are moot or not ripe. Plaintiffs cite an EPA document that an EIS must be conducted for the Transpark project.
